• A registered voter who will be unable to vote at the polls on election day due to:
1. absence from your city or town during normal polling hours; or
2. physical disability preventing you from going to the polling place; or
3. religious belief;
• A non-registered voter is:
1. a Massachusetts citizen absent from the state; or
2. an active member of the armed forces or merchant marines, their spouse or dependent; or
3. a person confined in a correctional facility or a jail, except if by reason of felony conviction.

Credit card payments can also be paid via the Town’s online bill pay system.  The information is available at www.longmeadow.org.  Click on the green dollar sign towards the middle, right hand side of the page and click on the Town Clerk Payments link on the bottom of the UniPay Gold page.  Each online transaction is subject to a $1.00 administrative fee.  In addition to the administrative fee, payments made using Discover or Mastercard will be charged a fee from the card provider.  Payments made by electronic check will only be charged the administrative fee.  If you have any questions, please contact the Town Clerk at 413-565-4103.

1. All articles from departments or boards are due in the Select Board’s office no later than 4:00 pm on February 23, 2012. The date for closing the warrant is scheduled for February 27, 2012 with the warrant to be set March 19. Once the warrant is set, it will go to Town Counsel for review and to the Finance Committee for recommendations on funding articles. Zoning proposals requiring drafting and review must be submitted earlier.

When submitting articles, the following must be submitted in writing on the attached form (also available on the shared drive):

1. The proposed article. A general draft is acceptable as it will be properly formatted by me or by Counsel, if accepted by the Select Board.

2. A brief narrative describing the purpose and the need for the article.

3. Estimated costs, if any, for the requested article.

2. Citizen Petitions. Petition articles are due in the Select Board’s office no later than 4:00 pm on February 23, 2012. In order for a petition to be guaranteed placement on the Annual Town Meeting warrant, 10 names/signatures/addresses of registered Town voters is required, and must be certified by the Town Clerk. Forms and instructions to be used for petition articles are available in the Select Board’s office and online on the Select Board page at www.longmeadow.org . Petition articles will be printed in the warrant verbatim, so citizens are asked to review the forms and instructions carefully.
